Based on the actual and expected business developments, it is possible to assess the need for architecture. This could vary in nature: from the upper level management who need a discussion piece with which to synchronize different programs, to the procedure for introducing a new product or the manner by which a virtual working environment is implemented for all users. An organization is usually involved in defining more than one architecture at a time. Based on the needs, choices are made for the architecture development. The priorities are defined by the level of impact on change within the organization. In practice it is possible that an architecture will be required for an important project without there being a domain or enterprise architecture already in place. 

Determining the need for architecture is an ongoing process.
